PRINCIPAL'S MESSAGE / WELCOME TO PARENTS

Welcome to Valley View Elementary School! Whether you are returning or joining our school community for the first time, we are absolutely thrilled to have you here. As I step into my second year as your principal, I am incredibly excited to continue this journey alongside your families and look forward to building upon the strong foundations we strengthened together last year.

This upcoming school year is an especially momentous one, as it marks Valley View's 25th anniversary! For a quarter of a century, our school has upheld high standards, fostered deep community roots, and provided unwavering support for our students. The Rocklin Unified School District and our dedicated Valley View staff remain deeply committed to delivering the highest quality education for every child entrusted to us. We truly believe in fostering a nurturing, inclusive, and joyful environment where every student feels valued and empowered to reach their full potential.

As a parent myself, I deeply understand the vital role a supportive school community plays in partnering with families. That partnership is at the heart of everything we do. My vision for Valley View is to sustain and enhance our legacy of excellence through rich collaboration and high expectations, preparing our students to become confident, successful lifelong learners.

ATTENDANCE INFORMATION

Absences: Daily school attendance is essential for student success. By law, parents are required to send their child to school daily. Parents are strongly encouraged to schedule medical appointments during non-school hours. Whenever possible, a student who is absent for a reason other than illness should attend at least part of the school day.

When students are absent from school, it is important that their absences be cleared as soon as possible by calling the attendance clerk at your child's school or by providing a note on the day they return to school. Any absence not cleared within 5 days will be marked as truant. According to California law, there are NO legally recognized absences. A student may be excused from school for justifiable personal reasons, including but not limited to illness or injury, medical or dental appointments, bereavement, funeral/memorial services, court appearances, or religious holidays, or an employment conference, when the student's absence has been requested in writing by the parent/guardian and approved by the principal or designee. A student shall be excused when he/she is the custodial parent of a student who is ill or has a medical appointment during school hours. Any absence after the 14th day of absences will require a medical note in order to be cleared as excused.

Parents will be asked to conference about continual non-illness absences and to improve their child's attendance. Failure to do so may result in a referral of the student and parent to the Rocklin Unified School District Attendance Review Board for further action.

Missed Work: A student absent from school shall be allowed to complete all assignments and tests missed during the absence which can be reasonably provided and, upon satisfactory completion, shall be given full credit. The teacher of any class from which a student is absent shall determine what assignments the student shall make up and what period of time the student shall complete such assignments. The tests and assignments shall be reasonably equivalent.

Request for Homework: If your child is ill two days or more, parents may request homework. Call the office at least one day before the day you wish to pick up the assignments. The teacher(s) will have the work ready to pick up in the office after school or the next day.

Notes from Parents: Please use both the first and last name on all correspondence from home. This is especially important when the parent and the student do not have the same last name. Notes are still required to satisfy the compulsory education law. Please call the school to report an absence or leave a message. Please state your child's first and last name, reason for absence, and dates of the absence.

Tardies: An emphasis is placed on students arriving at school on time. Late students often miss the focus of the day or lesson and disrupt the flow of the lesson for other students. When students are late for school, please check into the office before going to class. Parents will be notified if a student has continual tardies and will be asked to follow through with a program to increase punctuality. Repeated tardiness can be grounds for revocation of intra or inter district transfer requests. Repeated tardies may result in a referral of the student and parent to the Rocklin Unified School District Attendance Review Board for further action.

Independent Study: A student who will be absent for 3 or more consecutive school days is eligible for Short Term Independent Study. Students will be provided assignments that may be completed during the duration of the Independent Study Contract. Completed work will count toward school attendance during that time. Please contact your school office as soon as possible to allow sufficient time to put together an Independent Study Contract for your student. Please note, contracts may be denied based on a student's attendance history or prior lack of completion of Independent Study assignments. Independent Study Contracts are not available the first two weeks and last four weeks of school.

Appointments: If your child needs to leave school for an appointment, please send a note with the student in the morning. Sign your child out at the school office before taking him/her out of class.

PARENT COMMUNICATION / PARTICIPATION

Student Folder: Every Thursday our students bring home a folder containing important papers from our school, teachers and our PTC. Please remove the papers and sign the front of the folder. Send it back with your child each Friday.

Parent Square & School Information: This platform will be used by teachers, office staff, District Office staff, etc. to bring important information to you via a single point. To stay informed, please download the app and set your delivery preferences. Relying only on email may delay or cause you to miss important updates. The app ensures real-time notifications and easier access to school communication when it works for you.

School Visitations / Visitor Registration (BP/AR 1250): The Board of Trustees encourages parents/guardians and interested members of the community to visit the schools and view the educational program. To ensure minimum interruption of the instructional program, visits during school hours should be first arranged with the teacher and principal or designee. If a conference is desired, an appointment should be arranged with the teacher during non-instructional time.

To ensure the safety of the students and staff and avoid potential disruptions, all visitors shall register in the school administration office immediately upon entering any school building or grounds when school is in session. For purposes of school safety and security, the school may design a visible means of identification for visitors while on the school premises. No electronic listening or recording device may be used by students or visitors in a classroom without the teacher and principal's permission (Education Code Section 51512).

Parent/Teacher Conferences: Parent/teacher conferences are scheduled twice during the year for all students. In the fall they are held at the end of the first trimester and again in the spring at the end of the second trimester. The Rocklin Unified School District schedules minimum days during conference week so teachers may have sufficient time to meet with parents. The average length of a conference is 20 minutes and involves reporting progress and creating goals for students. Parents and teachers are encouraged to set up additional conferences as the need arises during the year.

Student Records: The Rocklin Unified School District maintains cumulative records for each student as required by law, and any additional records that would be helpful in providing maximum educational opportunities for students. These records are available for parents to review. Please call the school office to set up an appointment with the principal to review your child's cumulative record.

Complaint Procedures: The school follows the procedures outlined below to address parent concerns and complaints. Please use the following steps if you have a concern:

  1. Classroom concerns should first be brought to the attention of your child's teacher. Please call the teacher to explain your concern. Small concerns may be addressed by a phone call; larger concerns are better addressed in a conference.
  2. If the classroom concern is not satisfactorily addressed with the teacher or the concern is a school level concern, please call the school administrator. Small concerns may be addressed by a phone call; larger concerns are better addressed in a conference.
  3. If the concern is not satisfactorily addressed with the school administrator, the parent may schedule a meeting with a district representative.

The District assures that students, employees, parents or guardians of its students, school and district advisory committees will not be discriminated against. Unlawful discrimination complaints may be filed using the Uniform Complaint Procedure (UCP). The annual notice of the UCP is in the appendix of this handbook. Also, see the appendix for the Annual Notification of Title IX / Gender Equity. A copy of the UCP is available at the District Office from the Human Resources Department.

Volunteers: We strongly encourage and wholeheartedly welcome volunteers at Valley View Elementary School! Our teachers appreciate extra hands in the classroom, work room, or at home. Every little bit helps us work better together. Also, we can often use help in the library, science lab, and playground. You will learn more about this at Back to School night shortly after school starts in August. For the safety of all our students, all volunteers must be fingerprinted (BP/AR 1240).

Parent/Teacher Club (PTC): The Valley View PTC is a fundraising and activity oriented organization that works to enhance the educational experiences of our children, support the teaching staff and be active in community service. Throughout the school year, fundraisers are held to help support many areas of need such as our new science lab, literacy, technology/software programs, and educational assemblies. The PTC calendar is on the VVPTC website (www.vvptc.com) listing all the scheduled events including the Board Meetings. There is always a need for volunteers to help with the many activities planned.

SAFETY

Student Safety (BP/AR 5142): The Board of Trustees places high priority on safety and on the prevention of student injury. Principals and staff are responsible for the conduct and safety of students from the time they come under school supervision until they leave school supervision, whether on school premises or not. The Superintendent or designee shall establish regulations and procedures as necessary to protect students from dangerous situations.

The Superintendent or designee shall ensure that teachers, teacher aides, yard aides, and volunteers who supervise students receive training in safety practices and supervisory techniques which will help them to forestall problems and resolve conflicts.

Visitor regulations in place at each campus include:

  • All visitors, including parents, must sign in at the office.
  • All unknown visitors will show proof of identity.
  • Uniform identification badges will be used throughout the district.
  • Picture identification badges will be used by District employees who visit campuses (i.e. superintendents, maintenance, and transportation/cafeteria supervisors).
  • A "buddy system" will be in effect for grades K-3; students will have a companion when leaving the classroom (recommended for grades 4-6).

Emergency Cards: Student emergency cards must be kept current. If a student becomes ill or is injured at school, we must have a phone number where we can reach the parent, guardian, or a designated substitute. Your child will not be released to an adult unless the adult is on the emergency card. This information should be uploaded annually and any time there are changes to authorized emergency contacts via the Aeries Parent Portal.

Accidents: If a serious injury occurs on the school grounds or on the bus, parents will be notified and asked to pick up the child for their own observation or examination by their family physician. Parents will be promptly notified of all injuries not considered minor. It is critical that parents/guardians keep the emergency card up to date. If the accident is serious the school will call 911 and notify the parents immediately.

Emergency Situations: The Rocklin Unified School District has plans and preparations for major emergency situations. Our staff has been trained and drills are held regularly to make certain that the students understand emergency procedures. Please inform your children that they are as safe at school as they are at home in a serious emergency.

Your cooperation is asked in any emergency:

  • Please avoid calling the school. Telephone lines will be needed for emergency situations.
  • Please avoid driving to school. Streets should be as open as possible for emergency vehicles.
  • Turn your radio to any local radio station (AM - KAHI 950, KFBK 1530; FM - KHYL 101, KBEB 92.5). Instructions will be given over the radio.
  • In the event your child's school must be evacuated, your child will be transported to another school.
  • The school will utilize ParentSquare to update you with key information regarding the situation.

Office Telephone: The office telephone is for emergency use only. Please make after school arrangements with your child in advance. Office staff are not permitted to interrupt classroom instruction to relay messages to students.

Safety Drills: In accordance with state law, an emergency drill is conducted every month. Students are expected to respond quickly and safely as directed by their teacher. If you are in your child's classroom during a drill, please stay with your child until the drill is over.

Safe Arrival and Departures: The Rocklin Police Department and our school officials work closely to plan for the safe arrival and departure of students.

  • Assist us in teaching your child to use the crosswalks when coming to school and leaving school.
  • Do not stop your vehicle in the crosswalk or in front of the driveway to deliver or pick up your child. Stopping in a crosswalk constitutes a moving violation.
  • Teach your child to walk, not run, in the crosswalk.
  • Do not leave your vehicle unattended in the loading and unloading zones.
  • The bus lane is for buses only. Do not use it for drop off or pick up.

Dogs on Campus: Due to health reasons, dogs are prohibited from being on the school campus during, before, or after school hours. The only exception is when a pet is part of an arranged presentation. Families are requested not to use the school field or playground as a dog park, even after school hours, as our after-school program runs until 6:00 p.m.

CAFETERIA

Breakfast & Lunch / Universal Meals Program: RUSD participates in California's Universal Meals Program. Both breakfast and lunch are offered to all students free of charge. Families should complete the "Universal Benefits Application" / "Nutrition Benefits Form" to ensure RUSD receives maximum state funding.

  • A la carte Milk: $0.50

Breakfast at Valley View is served during 1st Recess.

Accounts & Payments: All students use their student ID number to access their lunch account. While the first meal is free, students must have funds on their account or pay cash for second meals or a la carte milk (these items cannot be charged as a negative balance).

Special Considerations: All students, including TK and kindergarten students, have a 40-minute lunch period each day.

Lunches from Home and Snacks: We strongly urge parents to incorporate healthy food choices in packed lunches from home. Please save candy or sodas for home.

Food Allergies: Students with food allergies that require substitutions or modifications in school meals will be accommodated when supported by a signed medical statement. Contact Nutrition Services at (916) 624-1112 ext. 1 for forms.

TRANSPORTATION

School Year Bus Pass Information: General Education and Special Needs Bus Pass Applications are available online on the Transportation page of the RUSD website. A new application MUST be on file each year. Payment or approval for a Free/Reduced Bus Pass needs to be processed before a student receives bus services. Transportation is available only to the neighborhood stops in which the student lives; no services are offered for Intra or Inter-District transfers. If a student needs an alternative drop-off stop for the day, a written note must be sent to school or provided directly to Transportation.

Transportation Safety Plan: Provided to each family applying for transportation, outlining expectations for student behavior and walking/loading safety guidelines.

Red Light Escort: School Bus Drivers shall escort all students who must cross the street on which the bus is stopped for loading and unloading.

HEALTH SERVICES

Health Office Information: Staffed by a part-time health aide. Provides temporary care for sick or injured students. Diagnosis is not provided. Students will only be released to persons listed on the Emergency Card (911 will be called for life-threatening situations).

Medications (BP 5141.21): Written authorization from both physician and parent/guardian is required before trained designated school staff can assist in administering any prescription or over-the-counter medication (e.g., Tylenol, Motrin, cough drops, ointments). Medications must be signed in by a parent/guardian, kept in original containers, and locked in the health office. Students may not carry medication on campus except for authorized emergency items (e.g., asthma inhaler, Epi-Pen) with doctor's orders on file. Notify the health office in writing of any chronic health issues prior to the start of school.

Health Screening: Vision and hearing screenings are conducted upon entry and at mandated grade levels (TK, K/1st, 2nd, 5th, 8th). Language/speech screenings are provided at specific levels or upon request.

Home Hospital Instruction: Available for students expected to be absent for 4 weeks or more due to medical reasons, as verified by a doctor. A teacher will be assigned to visit the student at home or hospital.

Immunizations: California law requires required immunizations prior to school entry (Diphtheria, Hib, Measles, Mumps, Pertussis, Polio, Rubella, Tetanus, Hepatitis B, Varicella). Medical exemptions must be requested through a CAIR-ME account at https://cair-me.cdph.ca.gov and completed by a licensed physician.

ACADEMIC INFORMATION

California Assessment of Student Performance & Progress (CAASPP): Administered each spring to students in grades 3 through 6. English Learners (K-6) are administered the ELPAC annually until reclassified.

Homework: Serves as an extension or independent practice of classroom instruction. Students are expected to complete homework as assigned.

Standards-Based Grading: Instruction and evaluation focus on state-identified grade-level standards. Progress is reported each trimester on a standards-based report card indicating skill mastery level.

Promotion/Retention Information (BP/AR 5123): Promotion is based on achievement test scores, teacher evaluation, student motivation, proficiency assessments, family commitment, and attendance. Students performing below minimum standards will be offered remedial instruction (e.g., tutorials, SST) and may face retention if grade-level expectations are not met.

Teacher Training / Planning Time: Every Monday afternoon features one-hour articulation/planning time for TK-12 staff to engage in specialized instructional training and curriculum alignment.

Student Success Team (SST): A collaborative team (parents, teachers, administrators) that formulates targeted strategies for students experiencing academic, behavioral, or health challenges.

Special Resources & Programs:

  • Special Education: Includes Special Day Class (SDC), Resource Specialist Program (RSP), and Speech/Language services based on IEP team determination.
  • Speech and Language: Serves ages 3 through 12th grade via individual, small group, or classroom-integrated support.
  • Psychologist: Available for evaluation, testing, and consultative support.
  • Counselor: Provides Tier 1/2 classroom lessons, small group, and individual support across social-emotional and academic domains.
  • English Language Development (ELD): Targeted instruction designed for non-native English speakers to achieve language proficiency.
  • Intervention: Small group academic support for students working below grade-level standards.

Specialized Curriculum Offerings:

  • Visual and Performing Arts (VAPA): Balanced coverage of Dance, Music, Theater, and Visual Arts. Supported by volunteer Art and Music Docents.
  • Instrumental Music: Begins in 4th grade; 5th and 6th graders receive instruction twice weekly in strings, band, or choir.
  • Gifted and Talented Education (GATE - BP/AR 6172): Cluster models in general classrooms for grades 2-6 (self-contained options at Rocklin Elementary). Screening occurs for all 1st graders in winter.
  • Physical Education: Provides 80 minutes weekly of specialized instruction plus 20 minutes classroom-led instruction for K-6. Focuses on motor skills, sportsmanship, and physical wellness.

Trip Types (BP/AR 6153):

  • Co-curricular Field Trips: Direct extensions of classroom study.
  • Extracurricular Field Trips: Athletic, performance, or club activities.
  • Out-of-State Travel: Requires Board of Trustees approval (excluding Washoe County, NV).

Written parental permission is strictly required for participation. Alternative educational experiences are provided for non-participating students.

Field Trip Refund Policy: Costs rely on fixed minimum numbers; fees are non-refundable unless the trip is canceled in its entirety by the school.

Chaperone Guidelines: All chaperones must complete district background checks/fingerprinting. Chaperones cover their own entry fees and transportation, focus exclusively on student supervision, and may not bring siblings.

STUDENT INFORMATION

Bicycles, E-Bikes, and Scooters: Students may ride bicycles, non-motorized scooters, and Class 1 e-bikes to school provided safety guidelines are followed. Skateboards are not permitted on campus.

Big Buddies: Upper-grade classes are paired with primary classes to provide mentorship, social support, and leadership.

Birthdays: Instruction time is not used for birthday celebrations. Balloons and presents must remain at home. Treat distribution is strongly discouraged due to allergies and focus; if snacks are brought, low-sugar/healthy choices are requested after conferring with the teacher. Party invitations may not be distributed at school unless the entire class is included.

Books and Materials: Students are responsible for issued textbooks and materials. Charges will apply for damaged or lost items, and report cards may be withheld until settled.

Cell Phones & Personal Devices on Campus:

  • Prohibited Use: Devices (cell phones, smartwatches, etc.) must not be seen or heard during school hours, on field trips, or on campus before/after school (except at student pick-up curb after dismissal).
  • Storage: Must remain powered off inside student backpacks or placed in classroom storage containers.
  • Confiscation: Non-compliant devices will be held in the main office for pickup by student/parent at dismissal.

Gum: Not permitted on campus.

Lost and Found: Located in the Multipurpose Room. Unclaimed items are donated to charity in December and June.

Library Usage: Open for borrowing and study under adult supervision. Overdue or damaged books result in loss of check-out privileges and withheld report cards until cleared.

Personal Property & Valuables: Label all personal items. Electronic toys, games, trading cards, and athletic equipment from home should not be brought to school. The school is not responsible for lost or stolen property.

Student Leadership & Clubs: Student Council includes elected 4th-6th grade representatives involved in school spirit, community service, and campus leadership.

Student Dress and Appearance (BP/AR 5132):

  • Requirements: Secure clothing covering personal body parts (torso, fabric over shoulders/neck, bottoms covering buttocks). Safe shoes with soles and back straps required (closed-toe athletic shoes for PE).
  • Allowed: Hats/hoods outdoors and in class if non-disruptive.
  • Prohibited: Visible undergarments, obscenities, hate speech, violence/weapon depictions, illegal substance branding, lewd messages, face coverings (except medical/religious), or swimsuits in non-aquatic settings.
STUDENT CONDUCT

School-Wide Positive Behavior Expectations (SWPBIS): Valley View Rules: Be Safe, Be Respectful, Be Responsible.

Discipline Procedures: Focuses on restorative learning, behavior corrections, and administrative partnership with parents when serious or repeated infractions occur.

Bully Prevention: Bullying involves unwanted aggressive behavior with a real or perceived power imbalance that is repeated over time. RUSD maintains a zero-tolerance stance. Reports must be investigated promptly by administration upon notification (stoppbullying.gov guidelines applied).

Internet Safety & Artificial Intelligence (AI):

  • Cyberbullying, cyberslander, or online harassment (even outside school hours) fall under California Education Code disciplinary jurisdiction.
  • Students must use district-approved AI tools only under direct teacher supervision. Unauthorized AI generation for school assignments is strictly prohibited.

Sexual Harassment (BP/AR 5145.7): Prohibited for all students (grades 4-12 subjects to suspension/expulsion for infractions).

BEFORE AND AFTER SCHOOL CARE - Catalyst Kids & ELO-P

Catalyst Kids: On-campus before/after school child care program operating in coordination with the Rocklin Educational Excellence Foundation (REEF).

Expanded Learning Opportunities Program (ELO-P): Free after-school academic support and care (177 school days + intersessions) available for qualified TK-6 students (English Learners, income-eligible, or foster youth) provided in partnership with Catalyst Kids.

APPENDIX

1. Volunteer Assistance (BP/AR 1240)

Volunteers assist certificated personnel with instructional tasks, student supervision, meal periods, and facility projects. Mandatory requirements include background checks/Activity Supervisor Clearance Certificate, clearance against Megan's Law registry, and TB testing (valid for 4 years). Registered sex offenders are prohibited from volunteering.

2. School Visitor Registration (BP/AR 1250)

All visitors must report to the administrative office, present proof of identity, state purpose, and display a visible visitor badge. Registration may be denied/revoked if a visitor disrupts school functions or poses safety threats. Trespassing/loitering laws strictly enforced.

3. Student Class Assignments (BP/AR 6152)

Placements consider academic balance, gender/ethnic balance, social/emotional dynamics, teacher recommendations, and class size caps. Specific teacher requests are only one factor among many. Placement concerns follow a mandatory 2-week student adjustment period prior to administrative review.

4. Grounds for Suspension and Expulsion (BP/AR 5144.1)

Students may be suspended or recommended for expulsion for committing acts defined under CA Education Code 48900 including:

  • Physical injury/violence towards others.
  • Possession of dangerous objects, firearms, or knives.
  • Controlled substances, alcohol, or intoxicant possession/sale/use.
  • Robbery, extortion, or property damage/theft.
  • Tobacco/nicotine products possession.
  • Profanity, vulgarity, or obscene acts.
  • Drug paraphernalia possession or sale.
  • Imitation firearm possession.
  • Sexual assault, battery, or harassment (Grades 4-12).
  • Witness intimidation, hazing, or bullying/cyberbullying.
  • Making terrorist threats against school officials/property.
  • Hate violence (Grades 4-12).

5. Uniform Complaint Procedures (UCP)

RUSD annually notifies stakeholders of UCP compliance regarding state/federal program regulations, unlawful discrimination, harassment, bullying, and unlawful student fees. Complaints must be addressed in writing to Associate Superintendent of Elementary Education (2615 Sierra Meadows Drive, Rocklin, CA 95677). Investigation completed within 60 days.

6. Annual Notification of Title IX
